Regional centers were created in 1992 as part of the Immigrant Investor Pilot Program. All regional centers are designated by the US Citizenship and Immigration Services (USCIS) department of the US government after careful scrutiny to ensure that these entities promote domestic capital investment, economic growth, and job creation.

The primary purpose of the EB-5 Visa program is to create jobs that stimulate the US economy through foreign investment. The benefits of the program, including residency status, are incentives for foreign investors to inject capital into the US. As such, the job creation requirement is a crucial component of the program.

Generally, the EB-5 investor must create ten direct, full-time jobs from their investment in the US to qualify for the visa. A direct job is a position created directly at the new or expanded business in which the investor provided funds. The regulations allow regional centers to use calculations of both direct and indirect job creation when meeting the job creation requirements for their investors. And example of this would be added jobs for a vendor that will provide services or goods to the business created by the investment.
